Outer Banks Financial, LLC ("OBF"), a Signal Provider, in Raleigh, North Carolina, providing the Financial Advisor community with a diversified, turnkey and cost effective solution for their money management needs. Investment Signals consist of investment allocations into a range of sub-strategies which may invest in Exchange Traded Funds (“ETFs”), Mutual Funds and Separately Managed Accounts.

Senior Officer Biographies

Elliott Shifman, President and COO

Elliott Shifman is the founder of OBF. Mr. Shifman is a Fellow of the Society of Actuaries and has over 15 years of experience developing financial products. His expertise includes the development of downside protected products for several Financial Institutions. As a former Principal of both a Hedge Fund and an RIA and a former senior officer of a Life Insurance Company, Mr. Shifman has a deep understanding of these entities. Mr. Shifman also serves as President and COO of UGS, a technology Company, specializing in the development and deployment of Microstructure Analysis System technology.

Mark Courtemanche, Managing Director, Sales and Marketing

Mark Courtemanche joined Outer Banks Financial in 2007. He is a 2nd generation advisor with over 20 years of experience spanning the distribution of insurance, brokerage, hedge fund and variable annuity products. He served as a Brokerage Manager for BISYS and was the Director of Business Development for Chariot Advisors.
Mark holds a BS Degree in Finance from Bryant University in Rhode Island where he also played baseball. He obtained the Chartered Financial Consultant (ChFC) and Chartered Life Underwriter (CLU) designations from the American College.
